Website or an app

A website is for people who do not have an account yet. They need to know what you do and how to start.

An app is for work: jobs, status, a client login, a record that should not live in a spreadsheet. Two people editing the same sheet is usually the signal.

You can need both. The site still has to send people somewhere. The app still has to be the smallest thing they will open on a Friday.
